All of eHI's Consensus Legislation workgroups have convened their final rounds of regular meetings and are now shifting into a vetting processes that will last throughout the summer. WHAT IS THE eHI CONSENSUS LEGISLATION?
Building on last year's eHealth Initiative Blueprint: Building Consensus for Common Action, the eHealth Initiative has launched a member-driven process to create consensus across multiple stakeholders in healthcare regarding the specific actions that Congress can and should take to improve the quality, safety and efficiency of American healthcare through information and information technology in a way that is responsible, sustainable, responsive to each stakeholder's needs, and which builds and maintains the publics trust.
eHI has worked closely with its diverse, multi-stakeholder membership to develop comprehensive consensus-based legislation that can serve as a model for Congress to improve America's health care system through the use of electronic health information.
PURPOSE OF THE CONSENSUS LEGISLATION
A key factor inhibiting the passage of a comprehensive piece of health information technology legislation to date has been the in-fighting that takes place in Congress among different sectors of the health care community. Through the Consensus Legislation, eHI aims to shift these contentious impasses into a productive venue where stakeholders can engage in a spirited debate to find common ground on a path forward. eHI will leverage its position as a multi-stakeholder collaborative to steward the consensus process as a neutral convener.
The Consensus Legislation will be designed to address legislative issues relating to:
- Engaging consumers & managing privacy, security, and confidentiality
- Transforming care delivery & improving population health
- Aligning financial incentives & financing
- Standards for interoperability & the role of government
The process will be overseen by eHI's multi-stakeholder Policy Steering Committee and eHIs multi-stakeholder leadership will ultimately approve the Consensus Legislation before it is released.
GETTING INVOLVED
eHI has launched four working groups whose charge will be to develop consensus on detailed legislative language regarding the specific actions that Congress can and should take to improve the quality, safety and efficiency of American health care through information and information technology, in way that is responsible, sustainable, responsive to each stakeholders needs, and which builds and maintains the publics trust.
